The civilised worlds are not so much a political entity as a social one, an agreed upon standard that the 5 space faring races have agreed to. Each race contributed something of their own to the initial idea behind the Civilised Worlds alliance.

The Council of Worlds

Fraal: Structure. Being a very hierarchical race, the Fraal insisted the Council of Worlds be set up as if it were a small government, with clearly defined and often rigid powers to limit those in offices.
Human: Belonging. The council’s offices can be found on every world, and in most major cities, accessible to anyone who wishes to contact the echelons of it.
Sesheyan: Anarchy. Well, not quite that far, but the Sesheyan tend to be very individualistic and argued rather persuasively that the council’s membership not only change often but be secret, so that the true council would be able to separate themselves from their work. It also makes them less susceptible to blackmail.
T’sa: Speed. The ability to respond to dangers quickly and with a minimum of fuss -- sort of like parents responding to a phone call from a baby-sitter.
Weren: Unpredictability. The skill to sent warriors to pacify situations and not diplomats, to respond in contradictory ways that, in some way, aren’t really contradictory at all, at least to the council.

In effect the council of worlds is an over government of sorts that interferes in the affairs of worlds and colonies only when it has to. Representatives are sent to the world often to mop up situations or as a non-specific threat to the world to clean up its acts -- or face their authority.

The councils main power is that it controls and enforcing imports and exports to most space stations -- which it owns -- as well as patrolling space with very advanced and well armed vessels. It other power is knowledge since its the only truly multi-cultural organisation and knows more about the 5 races than many members of those races do.

Laws of the Civilised Worlds

  1. All races are equal members of the Alliance and should be treated as such.
  2. On a foreign world, you are subject to their laws (See appeal to embassy processes for exceptions)
  3. No race shall use genetics to alter or cripple or irrevocably change its own offspring.
  4. Cloning life to extend ones life is illegal - clones are living entities.
  5. Using someone’s sperm without permission to produce a child is illegal.
  6. Silence is never an answer.

Obviously, earth currently violates at least rule 4 in a widespread enough manner that its entrance to the Civilised Worlds has no been permitted yet, something many native and space-born humans find very insulting.
